Melbourne's rated Australia's most liveable city

MELBOURNE has been rated Australia's most liveable city, but its central business district is almost the worst place in the country. Victoria's number one local government area of Nillumbik - which includes Eltham (hey! - home of The Black Stump!), Diamond Creek, Hurstbridge and St Andrews - enjoys the highest level of people in good health.
Melbourne's best, but quality of life index gives CBD the thumbs-down
